Only time they are perched on a roof is to be VISIBLE because they are a part of security detail and want to be seen as a form of deterrence.

This is UTAH, a RED STATE where there are many people who can make these shots with hunting guns easily. He killed him by hitting a major artery in his neck. A professional would have easily been able to hit him center mass as trained.
